Dutch license plate formats (side codes)

Dutch license plates follow a side code system managed by the RDW (Netherlands Vehicle Authority). Each side code has a unique format:

  • Side code 5: XX-999-X (e.g. HB-123-A) — used from 2008 to 2015.
  • Side code 6: 99-XXX-9 (e.g. 12-ABC-3) — used since 2015.
  • Side code 9: X-999-XX (e.g. A-123-BC) — the newest format.

The letters I, O, Q and U are never used in license plates to prevent confusion with numbers (I/1, O/0, Q/0).

What do developers use fictional license plates for?
Developers use fictional license plates for testing vehicle registration systems, parking applications, fleet management software, ANPR (automatic number plate recognition) systems, insurance applications and international vehicle databases. Fictional plates are essential for filling test databases without using real vehicle data.
Are country-specific formatting rules applied?
Yes. Each country has its own formatting rules: Dutch plates exclude the letters I, O, Q and U per RDW rules; German plates use official city codes; French plates follow the SIV system (AB-123-CD); UK plates follow the current format with age identifiers. The generator applies the correct rules for each country.
Can I generate and export license plates in bulk?
Yes, you can generate up to 10,000 unique fictional license plates for any of the 8 supported countries and export them directly to Excel (.xlsx), CSV, or JSON. All generation takes place client-side — fully private and without data storage.
